Terra Classic IBC Relayer Funding Proposal Enters Voting Stage With €12,100 Request
A new governance proposal to fund Terra Classic IBC relaying infrastructure for Q3 and Q4 2026 has entered the voting stage, seeking continued Community Pool support for essential cross chain infrastructure through the end of the year.
The proposal requests a total budget of €12,100, including €10,000 in operational costs and €2,100 in Dutch VAT. If approved, the funding will support IBC relaying activity from May 1, 2026, through December 31, 2026.
Proposal Continues Existing Terra Classic IBC Operations
The proposal is a continuation of Proposal #12198, which previously funded Terra Classic IBC relaying activity.
The technical scope remains unchanged. The infrastructure will continue supporting IBC connections between Terra Classic and three connected networks:
- Osmosis
- Noble
- Axelar
IBC relayers play an important role in allowing blockchain networks to communicate. They monitor connected chains, submit required transactions and help ensure IBC packets are successfully delivered between networks.
Without functioning relayers, cross chain transfers can experience delays or interruptions, potentially affecting liquidity, applications and users across the Terra Classic ecosystem.
Eight Month Funding Period
The proposed mandate covers an eight month period from May 1 through December 31, 2026.
Part of the requested funding is retrospective because the relayer infrastructure continued operating after the previous Community Pool funding period ended.
During this funding gap, server costs, feed services and relaying fees were privately funded while the infrastructure remained operational.
The proposal therefore seeks to establish Community Pool funding for both the period that has already been covered privately and the remaining period through the end of 2026.
No working hours or labor compensation are included in the request.
Bumeo Capital and LuncGoblins to Share Responsibilities
The proposal assigns different responsibilities to Bumeo Capital B.V. and LuncGoblins, operated by Till Ziegler.
Bumeo Capital will handle the organizational and financial side of the mandate. Its responsibilities include providing server infrastructure, managing infrastructure payments, administering Community Pool funds, maintaining financial records and coordinating business and community communications.
LuncGoblins will retain full technical and operational authority over the relayer infrastructure.
Its responsibilities include configuring and monitoring relayers, managing software updates, handling wallets and connections where required, responding to incidents and resolving technical issues affecting IBC packet delivery.
The proposal specifically states that Bumeo Capital will not interfere with technical decisions made by LuncGoblins regarding the safe and reliable operation of the relayers.
€10,000 Operational Budget
The proposed operational budget is based on three primary cost categories: server infrastructure, feed services and relaying fees.
The monthly budget is estimated at €1,250, consisting of:

Server costs have increased from €130 to €150 per server per month compared with the previous proposal.
At the same time, the proposal removes working hours and labor compensation from the Community Pool request.
Separate €2,000 Relaying Fee Allocation
One of the changes introduced by the proposal is a dedicated budget for blockchain transaction and relaying fees.
A total of €2,000, equivalent to €250 per month over eight months, will be reserved specifically for relaying related costs.
These funds are intended to cover transaction fees, gas costs, designated relayer wallet funding and other blockchain fees directly required for maintaining IBC operations.
The allocation cannot be used for salaries, server invoices, feed services, marketing, protocol development or unrelated business expenses.
Bumeo Capital will maintain separate accounting records for the funds, with any remaining balance restricted to relaying costs during the mandate period.
No Labor Fees Requested
The proposal does not request payment for working hours, management fees or labor compensation.
The Community Pool funding is limited to infrastructure and operational expenses, including:
- Server infrastructure
- Feed services
- IBC relaying fees
- Applicable VAT
This structure removes labor costs from the funding request while maintaining the infrastructure required for Terra Classic IBC operations.
Community Pool Funding to Be Paid in LUNC
The requested funding will ultimately be paid from the Terra Classic Community Pool in LUNC.
The proposal sets the total funding requirement at €12,100.
Using the proposal’s reference calculation of approximately $0.00005 per LUNC, the requested amount is approximately 282 million LUNC.
The final LUNC amount will be determined when the on chain Community Pool Spend Proposal is prepared, based on the applicable LUNC and EUR market price.
The proposal identifies Bumeo Capital B.V. as the recipient and financial administrator of the funds.
European VAT Included in the Request
The proposal also includes €2,100 in Dutch VAT, based on the standard 21% rate.
The VAT is included on a precautionary basis because the Community Pool payment could potentially be treated as consideration for identifiable infrastructure and operational services.
However, the final tax treatment will depend on the assessment of Bumeo Capital’s accountant, tax adviser or Dutch tax authorities.
If VAT is ultimately determined not to be payable, the corresponding allocation will be returned to the Terra Classic Community Pool and publicly documented.
Why IBC Relaying Matters for Terra Classic
IBC infrastructure provides Terra Classic with connectivity to the wider Cosmos ecosystem.
The existing routes to Osmosis, Noble and Axelar can support cross chain asset movement, liquidity access and applications that depend on IBC connectivity.
Maintaining active relayers can therefore help preserve Terra Classic’s access to connected blockchain networks and reduce the risk of disruptions to cross chain activity.
The proposal argues that this infrastructure serves the broader Terra Classic ecosystem rather than a single validator, protocol or company.
Without Community Pool funding, individual operators would continue carrying the infrastructure costs privately, potentially creating an unsustainable model for essential public infrastructure.
Transparency and Reporting
Bumeo Capital will serve as the primary communications contact for the mandate.
The community is expected to be informed about major relayer outages, significant service interruptions, planned maintenance and other material issues affecting the covered IBC routes.
At the end of the mandate, the proposal calls for a summary covering infrastructure operations, major incidents, maintenance, server costs, feed services, relaying fees, remaining restricted balances and VAT treatment.
Any funds returned to the Community Pool would also be disclosed.
Key Changes From Proposal #12198
While the underlying IBC relaying scope remains unchanged, the new proposal introduces several changes.
The funding period is extended through December 31, 2026, while also covering the retrospective funding gap beginning May 1.
Server costs increase to €150 per server per month, while labor compensation is removed entirely.
The proposal also introduces a separately managed €2,000 relaying fee allocation and assigns Bumeo Capital responsibility for infrastructure, financial administration and communications.
LuncGoblins will continue to hold technical and operational authority over the relayers.
No new IBC routes or bridge development are included.
What the Terra Classic Community Is Voting On
The proposal asks the Terra Classic community to approve continued funding for IBC relaying infrastructure connecting Terra Classic with Osmosis, Noble and Axelar through December 31, 2026.
If approved, the mandate would provide €10,000 in operational funding, plus €2,100 in precautionary VAT, for a total request of €12,100.
The proposal also seeks approval for retrospective reimbursement covering the period during which the infrastructure continued operating without an active Community Pool funding mandate.
With the proposal now in the voting stage, the Terra Classic community will determine whether Community Pool funds should continue supporting this infrastructure through the remainder of 2026.
